Add the new YV16 fourcc code

Some input sources require YV16, which is described as the following:
Planar YUV4:2:2; 8 bit Y plane, followed by 8 bit 2x1 subsampled
V and U planes.

V1->V2: Follow Gwenole and Haihao to update the comment
