build-from-git: depend on automake-1.10b

* bootstrap.conf (buildreq): Note the automake-1.10b requirement.
* configure.ac (AM_INIT_AUTOMAKE): Enable new automake options:
dist-xz, color-tests, parallel-tests, silent-rules.
