perf build: Fixes for LIBTRACEEVENT_DYNAMIC

perf build: Fixes for LIBTRACEEVENT_DYNAMIC

If LIBTRACEEVENT_DYNAMIC is enabled then avoid the install step for
the plugins. If disabled correct DESTDIR so that the plugins are
installed under <lib>/traceevent/plugins.
