N WifiScanner HAL Changes

Merge on_scan_results_available and on_scan_event gscan callbacks
Indicate which buckets were scanned in results callbacks
Add report scan to context hub flag
Add ePNO scoring parameters

Remove unused/superceeded functions
 * ssid hotlist
 * ssid whitelist
 * gscan roam
 * bssid preference
