tests: serialize tests that use the scsi_debug module

* tests/t-local.sh (scsi_debug_lock_file_): New global.
(scsi_debug_acquire_lock_): New function.
(scsi_debug_setup_): Call it, to acquire the lock.
(scsi_debug_cleanup_): Release the lock.
