ath11k: setup WBM_IDLE_LINK ring once again

ath11k: setup WBM_IDLE_LINK ring once again

For WCN6855, WBM idle link ring needs a reinit.
Without this reinit, firmware crash might happen occasionally.
This is requested by the hw team.
