staging: r8188eu: remove SetBeaconRelatedRegistersHandler from hal_ops

Remove SetBeaconRelatedRegistersHandler from hal_ops and remove its
wrapper rtw_hal_bcn_related_reg_setting().
Call SetBeaconRelatedRegisters8188EUsb() directly instead.
