Sparse reports warnings at raw_seq_start() and raw_seq_stop()

The root cause is the missing annotations at raw_seq_start()
and raw_seq_stop()
Add the missing __acquires(&h->lock) annotation
Add the missing __releases(&h->lock) annotation
