Add config resource specifying WallpaperManagerService

The config resource can be used by a vendor to override
WallpaperManagerService.

Bug: 69299523
Test: WallpaperServiceTests, WallpaperManagerTest, WallpaperColorTest,
      WallpaperInfoTest.
