python/aqmp: Create sync QMP wrapper for iotests

This is a wrapper around the async QMPClient that mimics the old,
synchronous QEMUMonitorProtocol class. It is designed to be
interchangeable with the old implementation.

It does not, however, attempt to mimic Exception compatibility.
