thermal: rcar: enable CPCTL to use hardware TSC deciding

If CPCTL was 1 on R-Car thermal, the thermal comparator offset
is automatically decided by hardware.
And this CPCTL is the conditions which validate interrupt.
This patch enabled CPCTL.
