Merge changes from topic "hidl-system-api"

* changes:
  HIDL: add APIs used by subclasses to SystemApi
  Update HIDL-related documentation.
  Add remaining missing HIDL SystemApi methods.
  HIDL: reportSyspropMethod -> enableInstrumentation
  Allow HIDL to be used in priv-apps.
