Remove obsolete & broken handling of precompiled sys apps

During the times we used verify-profile for OTAs we had to ensure that
prebuilds do not regress by verifying at runtime. For that we added a
hackish check in PMS.

Now, we no longer use verify-profile and we have no configuration which
will leave the prebuilds unverified (assume-verify does not count here).
So, we can remove this check which blocks system apps to be compiled with
speed-profile.

(Also worth mentioning that
!Environment.getReferenceProfile(pkg.packageName).exists() was broken...
most likely because of an SElinux policy update which we did not handled
:/ )

Restrict when a window receives new Configurations.

It is possible that a window will relayout while it's being hidden,
but after the Configuration has changed. In this case, the window can
receive an updated Configuration incompatible with its settings.
Additionally, an Activity's window may relayout and receive a
Configuration during resume after its visibility has changed but
before the Configuration has been updated based on the current
AppWindowTokens.

This changelist addresses these issues by first only sending an
updated Configuration to the client if the associated AppWindowToken
is not requested to be hidden. In this case, the last reported
Configuration is returned instead. For the resume issue, we
address the race condition by making setting the visibility and
updating the configuration synchronized.

While update audio routes, MediaRouter had an access to the variable
of MediaRouterService.mGlobalBluetoothA2dpOn, which was updated in

However, since updateAudioRoutes() was also called by the same
callback, mGlobalBluetoothA2dpOn could be used in updateAudioRoutes()
before its value was updated.

AudioService: Don't honour SCO ON request if SCO is not connected

Usecase:
1. Pair and connect BT headset supporting HFP.
2. Make VOIP calls using application that calls
   setBluetoothScoOn(true) before SCO is actually connected.

Failure:
No audio / ANR are observed on connecting and disconnecting BT headset
during VOIP call.

Rootcause:
On BT connection during VOIP call, app is calling startBluetoothSco()
to setup BT SCO connection. Even before remote BT device SCO connection
establishment(which is taking around 4 secs in issue case), VOIP app
is calling force SCO routing using setBluetoothScoOn() API. This will
result audio modules to force route VOIP call to BT SCO, which results
audio failure/side effects as BT driver return failures. As SCO routing
retry continues several iterations (because of connection delays), this
results ADSP render buffer full followed by improper behavior.

Fix:
Check if SCO connection is establisted before honouring the
setBluetoothScoOn request, if SCO is not connected then
do not process SCO connection.
Only modify internal state when calls to setBluetoothScoOn() are from
system component
Inform audio HAL of SCO audio state via setParameters.

Test: 1. Pair and connect BT headset supporting HFP
      2. Make VOIP calls using application that calls
         setBluetoothScoOn(true) before SCO is actually connected.

Fix wifi tile animating full-dark when slashing/unslashing

WifiTile now owns a specific tile view that will animate the tint/alpha
of the slash but not the underlying drawable. Becasue we always animate
from the disconnected icon <-> disabled icon, this fixes the problem
where the disabled icon will start off as full-dark and appear to flash.

Implement ConnectivityService TODO and fix many race conditions

This patch implements an outstanding TODO in ConnectivityService to add
synchronization over the map of network request ids to network agent
info objects.

This structure is accessed from multiple threads:
 - Binder thread on public aidl methods, most notably via
   getDefaultNetwork().
 - Internal handler.

This leads to many race conditions that can crash the system server and
reboot the phone if getDefaultNetwork() is called on a Binder thread to
service a public ConnectivityManager api while the default network state
is being updated on the internal handler after losing the default
network.
