Add resource based mechanism to grant default permissions

This CL adds a mechanism for an OEM to grant default permissions
using the build system. This allows permissions for which they
got default grant exceptions to be added without modifying the
platform code. The format is a simple XML listing the packages
and the permissions to be granted for a package. The XML file
is placed in etc/default-permissions.

AppIdleHistory: Only write screen on durations during regular sync

Stop writing to disk every time the display goes off. Only write to
disk periodically.

Consequences

Previously, if the device rebooted after the screen duration was written
to disk, apps would appear more stale than they actually were.

Now apps will always look fresher, which is a better scenario.

Due to public ID assignment, gaps in resource type and entry
IDs can occur. This can lead to null pointer dereferencing

Fix a flicker when returning to the lockscreen

If we return to the lockscreen from a FLAG_SHOW_WHEN_LOCKED activity,
there was an additional black flicker as the wallpaper wasn't shown
for a couple of frames. The issue is that we didn't set the wallpaper
flag again, to fix another flicker with lockscreen wallpapers. Now,
we pass the state whether we currently have a lockscreen wallpaper
and if we don't have one, we immediately set the wallpaper flag
again.

Abort the service (without an early reschedule) if we find that we're

Restart accessibility services after they update.

In ag/1273924, we stopped restarting services that were
still bound. When the package changes, however, the system
unbinds from a service and has no way to tell us that it is
not going to restart it (as it would if the service
crashed.)

Now we listen for package updates and unbind affected
services. The services will then be restarted as there will
be enabled services that are no longer bound.

Fixed a bug where the summary could become visible even if it was suppressed

Because the updating of the suppression was prohibited, some groups could loose
their suppression state when they were heads upped. This would lead to duplicate
notifications. We're now still allowing the state to be properly modified instead
but don't notify listeners anymore since that was only an internal update.

Add new window type TYPE_DRAWN_APPLICATION

This type behaves like a normal TYPE_APPLICATION, except that WM
will always wait for it to be drawn before starting a transition.

WM always waits for TYPE_BASE_APPLICATION (main window), but for
TYPE_APPLICATION, it only waits if the window relayouts to visible
and gets a surface before the main window is drawn. If main window
itself is ready very fast, transition could start without the other
window.

Limit seamless rotation to TRANSFORM_INVERSE_DISPLAY children.

In what can only be called an unfortunate workaround we require
seamlessly rotated child windows to have the
TRANSFORM_TO_DISPLAY_INVERSE
flag. Due to limitations in the client API, there is no way for the
client to set this flag in a race free fashion. If we seamlessly rotate
a window which does not have this flag, but then it gains it,
we will have an incorrect visual result (rotated buffer contents). This
means if we want to support seamlessly rotating windows which could gain
this flag, we can't seamlessly rotate windows which don't have it. This
unfortunately limits seamless rotation in N to Camera framework users,
native code, and applications without child windows. This is unfortunate
but having the camera work was always our primary use case, and it's not
as if we are offering an API for it, it's a behind the scenes
enhancement of ROTATION_ANIMATION_JUMPCUT.
