Update Battery Saver schedule to add order to seekbar

If the first time battery saver warning was the one causing
a change in settings global the radio button picker doesn't update
the preferences correctly and would put the seekbar at the top. This
explicitly adds an order to the seekbar so that if it gets updated
for some reason it will show up at the end again.

Use PermissionControllerManager to get permission groups

The mapping of permissions and permission groups may be changed upon
mainline module update, so we cannot reliably read from the platform.
PermissionControllerManager is created for this purpose, so we use it
to prevent from the outdated mapping instead of mapping them manually.

Fix null pointer in SubscriptionUtil

Sometimes we get null sub info which causes a crash. This just
makes it so that if we see that we treat it as inactive since
there isn't really a world where an active null sub info makes
sense.

When clicking modify menu option in detiails page, modification on
metered or privacy preferences in the WifiDialog does not effect
back to details page but only changing internal data of WifiDialog.

Let Settings app use InputMethodInfo#loadIcon()

This is a follow up CL to my previous CL [1], which attempted to show
the most appropriate IME icon even when multiple IMEs are implemented
in a single APK.

This CL simplifies the way how IME icon is obtained in the Settings
app, by simply using InputMethodInfo#loadIcon(), which already does
what we want.

Notable user-visible behavior changes are:
 - Like before my previous CL was submitted, android:logo will not be
   used in the IME settings (again).
 - Icons shown in IME settings start having (user) badges like other
   settings pages.
 - If no icon is available in IME,
   PackageManager#getDefaultActivityIcon() will be used. This is
   actually consistent with other settings pages.
