Pass target stack id when launching from recents.

This fixes recents to freeform activities animation problem when the
activities where previously in a non-freeform stack. Their stack id
still reports fullscreen, even though they will enter freeform. Because
of this we need to pass the target stack id with the call that creates
animation spec.

Set focused activity when moving task fullscreen.

When maximizing docked stack & docked activity is not resumed & focused
we need to not only move stack to the top, but also mark the activity
as the focused one. Otherwise the activity that is getting hidden (since
its stack is going under fullscreen stack) will retain focus.

Both window manager and activity manager could decide what the bounds
of other stacks should be when the docked stack exist which can get
out of sync. Now window manager does the bounds calculation and
activity manager asks window manager what the bounds should be when
it needs to resize the stack.
