Only show "Connected" note after opening portal

The "Connected" notification would be shown every time a network
validates after being identified as a captive portal. This causes issues
on networks that have auto-login mechanisms, as a high priority
notification would be shown even though the user was not interacting
with the phone.

The "Connected" notification is intended to confirm to the user that
they successfuly logged in (manually), so only show it after the user
opens the portal on the network.

Fixed screen decor layout frames

The initial frames for the screen decor were set to the dock frame. This
is incorrect because it incorporates the status bar, preventing
the frame from starting at the corners. Instead, set the frame to
unrestricted to allow frames in the status bar region.

This bug was introduced with the refactor ag/4525486

Allow trust agents to actively unlock for automotive.

This CL creates an exception for the default behavior of trust agents.

After b/120871688, trust agents can only extend unlock. However,
automotive still requires active unlock for its feature set.

Fix leak of DhcpServer on tethering stop error

Tactical, minimal fix to make sure the DhcpServer is stopped when
disabling tethering. The current code may throw if the interface is gone
when calling mNMService.setInterfaceConfig() on teardown. Make sure DHCP
is stopped regardless of what happens.

A longer term fix will be to figure out the right flow to teardown the
interface and avoid errors on setInterfaceConfig().

The GnssLocationProvider requests a LOW_POWER fix from fused
location provider for DBH requests and uses a short request
duration of 10 secs. Change it to request a high accuracy fix

Read process allocation sizes on system ion heap

We are planning to use this to attribute low-memory kills to processes.

Assume that each represents an allocation. Compute values for all fields
in the ProcessSystemIonHeapSize atom.

This code is intented to run only on userdebug or eng builds and it has
to be enabled via a statsd metric from the server only for devices with
required SELinux policies.

It extends SystemIonHeapSize atom to provide per-process ion allocations
attribution.

Make RescueParty call vold directly

This changes RescueParty to call vold over binder directly for
Checkpointing related calls. It turns out that if the system is in a bad
enough state, the other method would not work, as some of the services
required would not be running.

Fix excessive entrance animation duration + delay

We were previously staggering animations by using the child's
notGoneIndex, but that can lead to strange results in the case of groups
that have many (~40) children. The children count towards the
notGoneIndex, causing unexpected discontinuities between notifs that are
visually right next to each other. Instead we just use a simple stagger
counter that gets reset on every pass and incremented for each new
entrance animation.

deal with the case that some APN settings has EHRPD which
