Add "track default" type to NetworkRequestInfo
The "default network tracking" request is somewhere between a listen
and a request, in previous semantics. It is more like a listen in that
it doesn't cause any network to be brought up, but also like a request
in that will only get callbacks about a single network at a time (not
all networks that might match).
This change minimally splits the NetworkRequest types into 3: LISTEN,
REQUEST, and TRACK_DEFAULT.

When double-tapping quickly, we would use the old launch state which
would cause us to calculate the wrong bounds.

Currently, connection extras are propagated up to Telecom as an

Do not adjust bounds for IME until IME is actually displayed
When the IME window is just relayout to visibe but not drawn yet,
the given insets of the IME window may not be set. Adjusting the docked
stack at the time may cause wrong bounds to be used. So we wait until
the IME window is actually displayed before moving the bottom stack.
Also move the divider together with the bottom stack when adjusting
for the IME window. This makes it look less janky.
We still have issues with the top stack's bounds changed too early,
which has to be fixed separately.

Use canonical name for SHA1withECDSA
The Standard Names documentation says that "ECDSA" should not be used
due to its ambiguity. Bouncycastle has switched from "ECDSA" to
"SHA1withECDSA" so therefore we should switch this "workaround" Provider
to use the same name to keep it functioning correctly.

Don't save secure surfaces.
We don't want to save secure surfaces since their content shouldn't
be shown while the app isn't on screen and content might leak

Fix bugs around restoring nested retained instance fragments
Framework edition
In a few configurations the child fragment state of a
retained-instance fragment would not be preserved correctly, leading
to child fragments not being restored. Clean this up along with live
state management issues that were leading to logged warnings during
normal fragment operation.
