Sharesheet - make loading placeholders unclickable

The AVD used to animate loading ds targets is build using a
square with a ds shaped cutout. Ripples on touch that go below
the AVD show a square bounding box. This looks awful, prevent
ripples as clicking the placeholder does nothing anyway.

Made sure smart actions now launch also inline same as activity launches

This will make the association with smart actions closer. This changes
the transition when opening an action from a two step close shade - open app
to a direct animation into the app from the notification.

Make NetworkStack actually build in an unbundled setup.

The Java code was already using sdk_version: "current", but the
JNI library did not have an sdk_version attribute, and had
forbidden dependencies on internal libraries such as libcutils,
liblog and libnativehelper.

This CL fixes things as follows:
- Use the NDK log functions, and switch to the NDK liblog.
- Switch to the NDK libnativehelper.
- Drop the dependencies on libcutils and libpcap, which were
  unused.
- Use the libc++ STL, and set the sdk_version of the library to
  current.

Fix for client tracking on bind to service.

We were not correctly updating the bound client UIDs when binding to a
service with an already-running process. This could result in a
background activity start by the app hosting the service being
incorrectly blocked.

(Also includes a drive-by fix of a potential NPE.)

Creating separate flags for Time/QuotaControllers.

TimeController and QuotaController flags don't have to be changed
atomically with other JobScheduler constants, so it's best to have them
be separate. I think it's best to have the QuotaController constant
change be atomic, which is why the flag is set up as a key/value pair.

Propagate light nav bar info

When SystemUI (notification UI) is pulled down, the windows behind are
dimmed, including navigation bar. At this point of time, navigationbar
color could be controlled by IME and system overrides it.
With this fix, we check if IME is already controlling navbar color.

- Ensure that we only set the sysui state on the default display for the
  time being since gesture nav only really works for the default display
- Update the overview proxy service of the nav bar fragment window state
  whenever it is recreated
- Remove the screen pinning flag usage as there is no callback to
  accurately ensure that this flag is always up to date (launcher will
  have to use the activity manager call whenever it needs to check
  it for now)

Fix idle maintenance wrt checkpoint check

By calling out to needsCheckpoint and supportsBlockCheckpoint, we
inadvertently added the need for system permission to idleMain.
Relax these permissions.

Defer applying gestural nav until the device is provisioned and user is setup

- When SystemUI detects that the device is not provisioned (first boot) or
  the user is not setup (multiuser), we revert to 3button until both
  states are true (usually after setup wizard).  This only happens when
  the default navigation mode of the device is gestural.

Fix periodic job scheduling.

If a periodic job was run outside of its expected window (eg: because of
Doze mode or its constraints were unmet for a long time), then
JobSchedulerService would schedule the next one with a window starting
right now, which could cause the job to run again immediately.
This change addresses the issue by:
1. Switching to having consistent windows based on when the job was
scheduled. This also helps developers know when to expect jobs to run.
2. If a job runs in a different window, its run counts toward that
window instead.
3. For jobs with a custom flex setting, the next window is skipped if
the job is run to close to the next window.
