PowerUI: Update temperature warnings on thermal throttling events

Subscribe to thermal throttling start/stop events from thermalservice,
if the vendor thermal management subsystem supports push notifications
of throttling events.  Update temperature warnings immediately when
throttling start/stop events are received.

Fixup existing comment to reflect current code regarding default warning
temperature value.

A few OEM devices have introduced a memory corruption bug
that is only triggered when an application's AndroidManifest.xml
uses UTF8 string pools. Workaround this by only encoding
AndroidManifest.xml with UTF16 strings.

2) push an update for A
3) adb shell cmd package compile
4) check that A & B got recompiled and that B was because a class loader
context mismatch (e.g. "ClassLoaderContext classpath element checksum
mismatch for position 1.").

Enable PGO for hwui

This patch is trying to apply PGO for hwui. According to some research
on PGO before, we got a 5% to 10% performance improvement with PGO on
hwui and we hope to enable it.

The patch specified a hwui.profdata file, which locates in internal
google_data/pgo_profile directory, to work as the profile to feed PGO.
This profdata can be re-collected through the PGO collecting script in
the benchmark directory, and it was based on hwuimicro/hwuimacro
benchmark for now.

PGO can be turned of by setting ANDROID_PGO_NO_PROFILE_USE environment
variable.

Test: Build hwui successfully and verified the performance improvement
on device through benchmark.

Cache reference to stack objects we use a lot in AM.

This helps with fast access since we are no longer using stack ids
to look-up stack objects.
Also,
- Made ActivityDisplay.mStacks private so no one out the ActivityDisplay
class changing the stack list order.
- Changed some methods to pass stack objects vs. ids.
