* src/tkCanvEdge.c: Work around Windows gcc problem
initializing a static member with a dll imported
symbol by assigning the function pointer at runtime.
Static initialization works just fine in VC++ but
fails when compiling with the Windows version of gcc.

* top.c (SIGSETJMP): Protect env argument with parentheses.
(SIGLONGJMP): Protect env argument with parentheses.

* spawn.cc (spawn_guts): Enable appropriate privilege before
loading user's registry hive.

* libc/include/machine/setjmp.h: Protect sigsetjmp/siglongjmp macro arguments.
* libc/include/sys/errno.h: Declare sys_errlist and sys_nerr, under Cygwin.

sync with gcc - whitespace differences, one missing entry, and one
rearrangement.
