Don't wait for brightness changes

On some devices, changing the brightness is quite slow, because the
change needs to wait for the vsync signal. However, when we are also
running a brightness change animation, as soon as the last change has
been sent there is a new one pending, leading to that we never reach
"clean" state in the PowerManagerService and thus we don't notify
clients about the state change, which can delay the animation for waking
up while dozing by as much as a second.

To fix this, if we only issue a brightness change, we don't block on
that because it's not relevant for us.

Convert to C++ Bison output

We have to step up to a GLR parser to do this without exceptions (for no
reason other than Bison happens to use exceptions for the LALR(1) template and
not for the GLR one), but this should let us smooth out integration going
forward.

First pass on reentrant C++-ish parser

We're flipping Flex/Bison in to reentrant mode, cutting down on global
variables, and exposing a more C++-like interface earlier. This is the first
phase. There's still a couple of weird hacks to deal with the previous code's
reckless disregard for scope sanity, but the outline of things to come is
starting to appear, and this CL really doesn't need to get any bigger.

Add op package to the UID special case handling in account manager.

The account manager has a hardcoded rule to change the calling
UID if the caller is the system and another UID is passed in.
We have to do the same acrobatics for the app op package as if
the UID changes the opPackageName will not match the new UID.
If we used the passed in UID we should also use the passed in
op package name.

Support cross-UID access from AndroidKeyStore.

This is meant for exposing the pre-existing cross-UID access to keys
backed by the keystore service via higher-level JCA API. For example,
this lets system_server use Wi-Fi or VPN UID keys via JCA API.

To obtain a JCA AndroidKeyStore KeyStore for another UID, use the
hidden system API AndroidKeyStoreProvider.getKeyStoreForUid(uid).

To generate a key owned by another UID, invoke setUid(uid) on
KeyGenParameterSpec.Builder.

This CL does not change the security policy, such as which UID can
access/modify which UIDs' keys. The policy is that only certain system
UIDs are permitted to access keys of certain other system UIDs.

Allow uid to be passed for more operations

This expands get, getmtime, exportKey, getKeyCharacteristcs and begin to
accept a uid to run as. This is only for system to use keys owned by
Wifi and VPN, and not something that can be used to do operations as
another arbitrary application.

Avoid parceling redundant ApplicationInfo objects within PackageInfo

Two benefits:

  1) marshaling one flattened ApplicationInfo as part of a PackageInfo parcel
     rather than one per included ComponentInfo; and

  2) producing one ApplicationInfo at unmarshaling time and sharing the
     reference to it among all included ComponentInfo instances, rather
     than the previous implementation that generated a separate
     ApplicationInfo instance for each ComponentInfo.

In some cases there can be many hundreds of ComponentInfo objects embedded
in a single PackageInfo, so coalescing duplicates is a significant win
for both payload size and object pressure.
