Decrease frequency of jobs in middle buckets
Set larger values so that we notice whether this breaks apps
sooner, rather than later. Also hopefully saves more battery :)

Prevent system app upgrading from multi-arch to single-arch
We should not let user to manully upgrade a system app which supports
multi-arch to a newer version which supports only one cpu abi. Take
webview as an example, if the user upgraded the webview to a version
supports only armeabi-v7a on Nexus 5X by mistake, then any app supports
only arm64-v8a and uses webview to display web contents would not work
properly then as loading a 32bit native lib inside a 64bit mode process
is not allowed.

Fix support for negatively Z-ordered SubWindows.
It turns out the live wallpaper picker is a copy-pasted
implementation of the old version of SurfaceView which relies
on TYPE_APPLICATION_MEDIA to be placed beneath the main window.
This is the last user and we should aim to eliminate it by replacing
the wallpaper picker with a SurfaceView or simply a Child Surface.

Remove redundant transaction in Surface creation.
Since the Surface is created hidden, and we will have to apply
another transaction to show it, and we are guaranteed to set the
position when we do such...there's no need to set the position at this point.

When the service goes away due to a remote exception, set sIsInitialized
to false as well as setting the service to null.

Expose App Standby APIs for apps and system
Allow apps to query their own standby bucket.
Allow privileged apps with PACKAGE_USAGE_STATS permission to
query apps.
Allow privileged apps with CHANGE_APP_IDLE_STATE to set the
standby state for apps, but not for themselves.
Removed AppStandby class and moved constants into UsageStatsManager.

Adds soft AP timeout settings
Adds two different settings for this feature: 1) to enable/disable
the timeout mechanism (by a toggle control from Settings UI). 2) to set

AAPT2: Use manifest parsing to determine format of APK.

Storage refactor for EntityConfidence
Caching the sorted entity list so users don't need to be careful to cache
the result of getEntities (previously dont by TextSelection and
TextClassification, but not TextLink). Also switched to ArrayMap as it's
better suited for small maps like the ones generated by the classifier.
