Define AddDefaultCharset ISO-2022-JP in .htaccess.

This workaround avoids IE7 (or before) with MS10-090 patch.
In www/Makefile, add .htaccess to rsync source files to
make sure to copy it to the htdocs top directory.

translation_list is used as a URL of the project from which the page
is cotributed. So the comment field must be a valid URL.

Almost all JM scripts cannot handle man pages with non-digit suffix.
Currently only 'ncurses' manpages have non-digit suffix filenames,
so I decided to rename ncurses manpages to non-digit filenames.

Remove unnecessary paths (release/man[1-8]/) in news.m4.

Add --delete option to rsync to remove obsolete files from WWWROOT.

JM-man-view.el and JMpost are copied to www/guidance/ directory.

So far, JM-man-view.el and JMpost are directly installed into the
directory under WWWROOT (htdocs). However, rsync with --delete option
after this copy removes these files. To avoid this problem, I decided
to copy these two files to www/guidance/. (Note that rsync with
--delete is useful to synchronize web contents with the repository
since it removes obsolete files from WWWROOT.)

Top Makefile: Do not try to make RPM if NORPM variable is defined.

This definition is useful when we try to generate JM htdocs for test
in environments where 'rpm' command does not work properly.

Fix www/bin/info-whole-archive.pl.

Update sitemap.xml only when it is older than www-html-modified.

Set LANG=C when invoking shell in Makefile.

pkts.list: modutils をデフォルトではインストールしないように変更。
最近の Linux distribution では使用されないため。

Sort pkgs.list in alphabetical order.

manual/ 以下にあるが、pkgs.list に登録されていないパッケージを登録。

dist/script/configure.perl, pkgs.list を UTF-8 に変更。
configure.perl で UTF-8 ファイル読み込み時に Encode モジュールで decode() するように変更。
configure.perl 内のマルチバイト文字が正しく扱えるように utf8 プログマを使用するように変更。

GNU_texinfo translation_list: JM 独自版がリリースされていないページについては
contrib 以下のページが配布物に含まれるように translation_list の状態を contrib 状態に変更。

Revert "jman_pages.spec の README, INSTALL のパスの間違いを修正。"
(README, INSTALL は dist/ 以下ではなく、配布物の top directory に配置されるのが正しい。
dist/ 以下に配置されたのは rsync の引き数指定方法の sf.jp 移転時の修正もれが原因)

mksplitdist.pl: README のパスを配布物直下に修正 (Revert 3d4f35a)

配布用の tarball 作成時の rsync で、コピー先に dist フォルダを作成しないように修正。
sf.jp への移転時に mirrordir ではなく rsync にコピーツールを変更したが、
mirrordir と rsync の動作の違いを忘れており、誤って配布物に dist/ フォルダが作成
されてしまい、script のパスなどが変わってしまっていたバグを修正。

Correct ticket #23605.

GNU_groff translation_list で groff_mdoc.7 が間違って mdoc.7 として登録されていたので修正。

GNU findutils: locatedb.5 の original を 4.4.2 に更新。
(original を 4.4.2 へ更新時に locatedb.5 のみ更新忘れ)

に変換しておくように修正。
