[RTT] Expose new public API for number of measurements

The RTT distance and standard deviation are calculated based on a set
of N measurements. Of those M (M<=N) may be successful.

The quality of the provided results can be assessed by 2 measures:

1. The standard deviation of the results

The standard deviation is only valid if the number of successful
measurements is >1 otherwise a 0 is returned. A value of 0 cannot be
differentiated from a legitimate 0 standard deviation.

In one case (number of samples > 1) a standard deviation of 0 indicates
high confidence in the result. In the other case (number of samples = 0)
no confidence information can be derived.

2. The ratio of successful to total attempted measurements

Add API which provides the number of attempted measurements and number
of successful measurements used to calculate the final results.

Add different animation for transitions with translucent apps

None of the existing animation really work with transitions in
which a translucent app is appearing/disappearing. Add a separate
animation for that and change all existing transitions to these
new transition types in case we detect that only translucent
activities are appearing/disappearing.

- Make sure to use DC pending transaction when updating z-layers,
as it could lead to reordering of z-order assignment due to how
we apply pending transactions in the hierarchy

back the boosting logic in O without boosting non-boosted stack
above non-animating tokens

Fix issue with animations that couldn't be started

If we can't create a remote animation target for some reason
(removed from task, no main window, etc), SurfaceAnimator
called startAnimation but we never invoke the finish callback.

Thus, we need to make sure to also invoke the finish callback
when not using the AppWindowToken as part of the remote animation.

This actually happens if the main intent clears the task, like
Settings. In that case, it removes all sub activities, which then
get added to mClosingApps, which then are part of a transition.

It's questionable why this would need to happen, but we don't have
the risk budget to go down that rabbit hole.

Change TextClassification to use RemoteActions

Behavioural changes:
- Every action now as an icon, and instead hints via RemoteAction whether
  the icon should be shown or not.
- Icons are now taken from the app default, not the activity.
  (That way, we can construct a lightweight resource backed Icon)
- Legacy intents are no longer parceled for security reasons.
  (TextClassificatio wasn't parcelable in O)
- TextClassifications built with the new API will always return null for
  getIntent, but provide a getOnClickListener.
- Accessibility descriptions are now provided for action mode items.

Testing changes:
- Removed URI checks from TCM test because PendingIntent hides this info.

Implement Stateful TextClassifier APIs.

Outstanding work tbd in other CLs
- Introduce request objects with session Ids
- Implement character based indexing for Selection events.

This CL hides the old Logger API but still keeps running so that we can
check that the modifications to the new API does not break anything.
We will remove the old Logger once we're convinced this is stable.
