Fixed the paddings when replying with inline reply
The paddings weren't applied properly when we were
sending and when heads-upped since the view wasn't
actually focused and we didn't get an update anymore.
Test: inline reply from HUN, normal, observe normal paddings

Fixed an issue when pulling down from heads up
When pulling down from above the notification, the heads
up wouldn't become unpinned and the shade expanded instead.

Fixed an animation issue with Smart Replies
Updating a remoteInputHistory message to non-history
was generating a weird animation because we would
not reuse the view if the remoteInputHistory state
changed.

[AWARE] Update docs for service discovery callbacks
Clarify that service discovery callbacks may be triggered multiple
times (and that therefore apps should deal correctly with it). These
may happen for several reasons (not documented since too low level):
- Peer went out-of-hearing-range and came back
- Peer went out of geofence range and came back
- Concurrency limitations caused discovery to switch from ranging-based
to non-ranging-based or back

Grant SharedStorageBackup storage access.
Shared storage backup had been relying on the WRITE_MEDIA_STORAGE permission to access
files on external storage, but that permission has been locked down,
and we need to use the real WRITE_EXTERNAL_STORAGE permission now.

Fix incorrect background bounds set by stackscroll view
Even if the stackscroll view is the same width as notification panel
view, it doesn't guarantee the left position is 0 in window(when nav bar
is on the left side).
Always use location in window to set the left position instead.
Test: runtest systemui
Test: manual 1) change display size to largest 2) rotate to landscape 3)
expand notification panel and check
