To update from "Data saver" to "Data Saver"

To change data_saver_title res string from "Data saver" to "Data Saver".
There are 2 places to change and most of them are belong to en locale
charactors.
  res/values/strings.xml
    To change XML To "Help URL, Data saver" to "Help URL, Data Saver"
    because there is already one XML comment "Data Saver mode is on".
    To change data_saver_title to be "Data Saver" because
    condition_bg_data_title use "Data Saver".

Add UX string tweaks before string freeze.

We're fully intending to implement some string and layout tweaks
requested by UX, but we need to get the requested strings checked
in before the strings deadline.  We carefully keep existing (legacy)
strings intact to avoid any runtime crashes until we get the layout
work done.

A large update for search keywords collected from logging
and individual feedback.

At the moment, we don't have a great way to test that a keyword
matches to a search result. It's a bit akin to testing that the
wifi title is Wifi.

Before this cl, the update of toggle depends on BroadcastReceiver.
However it is not called when toggle is inited, which make the toggle in
broken state sometimes.

This cl make it execute the update method in constructor, so toggle can
get the correct state when it is created.

Make GLIF theme default for confirm lock screen

Use GLIF theme as the default for confirm lock screen, even for
"external" launches of the screen. Renamed the theme from "internal"
to "normal" to reflect this change.
Dark theme code will be cleaned up later.

Fix renaming for Bluetooth devices when rotating to landscape

The bug here is that when renaming a Bluetooth device (either the local
adapter or a paired device), if you click on the text edit field of the
alert dialog and then rotate the screen, the text shown in the soft
input will disappear. Also it's a usability problem that you even needed
to click in the first place. This CL fixes both problems - now the soft
input will be shown immediately when the dialog comes up, and the
content doesn't disappear on rotation.
