Offset accessibility focus rect for view root's scrollY
Previously we were only partially transforming the focus rect into
window coordinates, so it was offset when the window was panned (for
example, when the IME was showing).

docs: M Runtime Permissions overview.
Based on the Google Doc which has gone through tech review. See
first comment for doc stage location.
NOTE: Because the M Preview reference docs are not going to be live on
DAC (they'll be downloadable in a zip archive, I believe), we can't
put in live hyperlinks to new-for-M classes/fields/ methods. Those
have to just be in <code> font with no link. This is consistent across
all the preview docs, and will of course change when these docs are
converted for the MNC release.

LayoutLib: Support getting resource arrays.
- Don't crash when Resources.get<Type>Array() is called.
- If the IDE supports it, actually return the value.
- Add tests for getArray.
- Update test app to latest gradle plugin version.
- Switch to using AppTheme for tests, since the tests depend on some
custom theme attributes. The AppTheme now inherits from
Material.Light.DarkActionBar, so other tests should be unaffected.
Depends on a newer version of sdk-common, which fixes the parsing of
array resource in value files.

Specify more information in DhcpClient PendingIntents.
- Specify the package name. This provides a bit of security, but
not much since the package is "android".
- Specify the interface name so we can run more than one client
at a time.
