Sharesheet - Fix scroll behavior moving past bounds
ResolverDrawerLayout is tracking fractions of pixels, but just drops
these fractions when offsetting the child views. When scrolling up and
down continuously, this can lead to the view scrolling past the window
bounds. Do not discard these fractions. Track the remainders and add
them in when the sum to >= 1px.

Allow different explicit health and package expiry timeouts
We have always evaluated the explicit health check results on package
expiry. Since I29e2d619a5296716c29893ab3aa2f35f69bfb4d7 we now receive
explicit health check timeouts from ExtServices. This cl doesn't yet
use the timeout but it treats explicit health check timeouts as
different events from package expiry. This is in preparation to use
the timeouts from the cl mentioned above.

Prevent SIGN_IN notification pop up several times
SIGN_IN notification may pop up several times before user
logged in the network if someone trigger
ConnectivityService#reportNetworkConnectivity().
Add a boolean to make sure SIGN_IN notification will only pop up
once to user before user logged in.

Restricted permission mechanism - framework
This change adds a mechanism for restricting permissions (only runtime
for now), so that an app cannot hold the permission if it is not white
listed. The whitelisting can happen at install or at any later point.
There are three whitelists: system: OS managed with default grants
and role holders being on it; upgrade: only OS puts on this list
apps when upgrading from a pre to post restriction permission database
version and OS and installer on record can remove; installer: only
the installer on record can add and remove (and the system of course).
Added a permission policy service that sits on top of permissions
and app ops and is responsible to sync between permissions and app
ops when there is an interdependecy in any direction.
Added versioning to the runtime permissions database to allow operations
that need to be done once on upgrade such as adding all permissions held
by apps pre upgrade to the upgrade whitelist if the new permisison version
inctroduces a new restricted permission. The upgrade logic is in the
permission controller and we will eventually put the default grants there.
NOTE: This change is reacting to a VP feedback for how we would handle
SMS/CallLog restriction as we pivoted from role based approach to roles
for things the user would understand plus whitelist for everything else.
This would also help us roll out softly the storage permisison as there
is too much churm coming from developer feedback.

Move attach*Filter() and addArpEntry() methods to NetworkStack
The SocketUtils.attach*Filter and SocketUtils.addArpEntry methods
were added there because they could not be added as JNI inside
the NetworkStack. This was not possible because on Go devices,
the NetworkStack was a jar library. But now, Go also uses an APK.
Hence, move these methods to the NetworkStack.

Add system captions manager service
This service connects to a remote system captions manager service. This
service is responsible for enabling system captions when the user
requests them. As the system binds to it, this service will be
persistent.

Don't update process-level configutaion for MSIME process
Currently, process-level display configuration change for IME process
is only for single-client IME window moving to another display to update
UI layout according display configuration.
It's not applicable for MSIME use case since other IMEs on other displays
will also receive this configuration change due to IME services use
the same application config/context, so add a check to fix this issue.

Java code for mainline modules to log to statsd.
Adds support for generating app code to allow java mainline modules to
call the StatsLog.writeRaw public API. Supports primitives, enums,
attribution chains, MODE_BYTES. Does not support key value pairs,
worksource methods (because worksource uses hidden apis in the
worksource object).
Test: manually tested atom logging from DocumentsUI
Test: existing autogenerated code is not modified

Fix job persistence & re-inflation
We were persisting jobs' battery-not-low constraints but were not
properly restoring that constraint when the job was inflated at boot.
This could result in a runtime bootloop (!) if the job had no other
constraints, requiring a factory reset to restore the device to
usability.
We now:
* properly inflate the battery-not-low constraint;
* persist & inflate the storage-not-low constraint, which previously was
being stripped entirely and could result in a similar crash-at-boot;
* ignore the job rather than crash the system if one is inflated into
a non-viable state; and
* formally test previously-untested constraint persistence

Fix a bug in RegisterStatusBarResult parceling
This is a follow up CL to my previous CL [1], which introduced
RegisterStatusBarResult to consolidate return values from
StatusBarManagerService#registerStatusBar().
It turns out that the following fields are not correctly unmarshalled.
- RegisterStatusBarResult#mFullscreenStackBounds
- RegisterStatusBarResult#mDockedStackBounds
This is because those two fields were written with
Parcel#writeParcelable() while we were reading them directly with
Rect.CREATOR#createFromParcel(). Parcel#writeParcelable() needs to be
used with Parcel#readParcelable() for null handling and custom
class-loader handling.
With this CL, we now read/write these two fields with the following
methods, which can also be used to write/read Parcelable objects in a
bit more simpler style unless as long as we can rely on the default
class-loader.
- Parcel#writeTypedObject()
- Parcel#readTypedObject()
This CL also adds unit tests for StatusBarIcon and
RegisterStatusBarResult to make sure that these classes can be sent
over Parcel.

BubbleData [1/n]: remove unused parameter
Remove an unused parameter from updateBubble (always true).
Eventually BubbleData will determine and apply and changes in
position, affecting other bubbles potentially.

Use marquee in Global Actions menu.
Fix centering on classic Global Actions menu.
Test: Automated tests pass. Set language to German (Belgien), and set screen size to the largest setting. Bug report string should scroll.

Revert "Depecrate flags, and try to match them to actions"
This reverts commit
063eefa78a37905416cf119fd58278c03ea534f3.
The problem with this fix is that services expect to be able to
determine if a node has certain capabilities, even if it is disabled,
and doesn't have the action associated with them.

Opportunistic Sub Grouping Keys in CarrierConfig
Add two keys to allow new subscriptions to be added
into subscription groups before carrier config changes
are broadcast.

Allow non-references to be copied between AssetManagers
Hard-coded values in styles can be copied between AssetManagers even if
the source package is not present in the destination AssetManager. Only
references and strings should be prevented from being copied over
because they would be invalid in the destination AssetManager.

Run end actions immediately if there are no children to animate.
This fixes several issues around dismissing the last bubble while in the expanded state, since end actions passed to collapseToStack were never run.
