Restore NAN test and use configuration which determines test
result based on whether or not the platform supports NAN.

improve timeout handling
1. Maintaining large delays between successive input/output queue calls
unnecessarily increases execution duration of the application. This is
brought down to 2ms.
2. Flush and EOS sends events via callback. So offer them some leeway
by increasing their timeout
3. No response breakout is changed to 5sec.
4. bug fix: decrement twice with in a loop removed

wifi: Add the missing RTT capabilities
These feature flags are defined in the legacy HAL, but were not exposed in the HIDL
interface.
Updated the hash in current.txt using 'hidl-gen -L hash -r

Added protections to RenderScript VTS class teardown.
If RenderScript HIDL server does not exist or cannot be opened,
currently it results in a nullptr dereference when the VTS test is
torn down. This CL adds a check before the cleanup.

supplicant(vts): Remove dependency on libwifi_hal
libwifi_hal is a vendor component, so these are not allowed to be used
in the VTS tests. Use the vendor HAL for the required initializations
instead since that is the flow used by framework anyway (setup the wifi
chip using vendor hal and then use wpa_supplicant for connections).

Move utils lib out from implementation namespace.
RadioService may benefit from it too.
Also, fix subchannel base, as I found a tiny comment about it in the 1.0 HAL.

Use broadcastradio 1.1 default implementation by default.
Also, remove a warning for 1.1 interface, as the hidl freeze mechanism
is now in place.

Add an empty 1.1 ISap interface.
This is needed since manifest doesn't support different versions
for different interfaces in a package. Since there's a 1.1 for
IRadio, there needs to be a 1.1 for ISap as well.
