Allow trust agents to actively unlock for automotive.
This CL creates an exception for the default behavior of trust agents.
After b/
120871688, trust agents can only extend unlock. However,
automotive still requires active unlock for its feature set.

Ignore DND when FLAG_BYPASS_INTERRUPTION_POLICY is set.
When DND is on, it sets AppOps to return MODE_IGNORED for any non-touch
vibrations. Unfortunately, this means it blocks critical vibrations as
well, like emergency alerts. In order to avoid this, we need to respect
FLAG_BYPASS_INTERRUPTION_POLICY when set on the vibration attributes.

Fix leak of DhcpServer on tethering stop error
Tactical, minimal fix to make sure the DhcpServer is stopped when
disabling tethering. The current code may throw if the interface is gone
when calling mNMService.setInterfaceConfig() on teardown. Make sure DHCP
is stopped regardless of what happens.
A longer term fix will be to figure out the right flow to teardown the
interface and avoid errors on setInterfaceConfig().

Request high accuracy fix for DBH requests from GNSS HAL
The GnssLocationProvider requests a LOW_POWER fix from fused
location provider for DBH requests and uses a short request
duration of 10 secs. Change it to request a high accuracy fix
and use a larger request duration for emergency requests.

Read process allocation sizes on system ion heap
We are planning to use this to attribute low-memory kills to processes.
Assume that each represents an allocation. Compute values for all fields
in the ProcessSystemIonHeapSize atom.
This code is intented to run only on userdebug or eng builds and it has
to be enabled via a statsd metric from the server only for devices with
required SELinux policies.
It extends SystemIonHeapSize atom to provide per-process ion allocations
attribution.

Dismiss lock screen when TrustAgent and bypass
Before we were not triggering the face auth pipeline. Now we do it
in order to have a signal that the user is actually present and we
won't unlock in a pocket (possibly causing pocket dialing.)

Make RescueParty call vold directly
This changes RescueParty to call vold over binder directly for
Checkpointing related calls. It turns out that if the system is in a bad
enough state, the other method would not work, as some of the services
required would not be running.

Device should go through the rescueparty flow, and reboot.
Repeat without checkpoint. Device should prompt reboot.
