Move default pip position to right above the shelf.

This change takes care of the flow from WindowManagerService to
PinnedStackController, all the way to PipTouchHandler. It also
introduces a WindowManager hook that allows Launcher to pass in
shelf visibility and height. A separate change is made to send
signals from Launcher to SysUI. (ag/3724896)

Set application info flags prior to scanning

In the case where an app is updated with a version greater
than what's on the /system partition, we still attempt to
scan the version on the /system partition to ensure we have
the most up-to-date information [since it may have been
changed during an OTA]. However, we mistakenly did not
apply any package policy prior to scanning. This left
package data only partially set [eg. the application info
object in the package was missing the fact that it was a
system package] and prevented us from scanning the package
correctly.

Scanning _should_ be completely self contained. The two
scan methods should be merged and made static. Any writing
or changing of service structures [eg. commiting the
scanned package settings or creating a shared user setting]
should be handled outside of the scan method, in the add()
method.

Fix the binder calling identity in setVrMode

When an app calls setVrMode, we end up moving the task stack which needs
MANAGE_ACTIVITY_STACKS permission which the app can never get. So, clear
the binder identity of the app while making this call.

DisplayCutout: Correctly apply light status bar

Fixes an issue where light navigation bar was not
properly applied in landscape where the letterbox
does not overlap with the status bar.

This removes a hack that is no longer necessary
now that we track exactly if the letterbox overlaps
the system bars and put them into black-background
mode if so.

Add factory methods for async Handlers

Message.setAsynchronous is already public and this makes working
with posted messages that do not interact with UIs quite a bit nicer.

Added as factory methods for better integration with support shims
as well as generally encouraging the use of the handler callback
instead of subclassing for working with custom messages.

Display that MAC is randomized in About Phones

When Connected MAC Randomization is enabled and the device is
disconnected, there isn't a valid MAC address to display since we don't
know what the device's next MAC address is going to be.

In such cases, display "MAC address is randomized" instead of an invalid
MAC address in About Phones page.

Letterboxing: ensure bar contrast

Ensures that any bars that draw over a letterbox draw their own
background such that they always have contrast.

This fixes an issue, where if a light status / navigation bar app was
letterboxed, the bar would still draw dark icons over the now black
letterbox, making the icons unreadable.

To do so, splits the letterbox into a layout and an apply surface
changes phase.

The transition delay will be the latency until all the leashes
were created etc. Thus, the actual latency is going to be in
WINDOWS_DRAWN_DELAY.

Also fix an issue where we inadvertently started a transition,
and then the transition logger was hanging.
