Don't crash the app when the assist structure cannot be retrieve.

When an app trigger autofill, system_server will eventually call back into the
app to lazy load the contents of the AssistStructure used for autofill. If that
binder transaction fails, we should simple ignore it, rather than crash the app.

Jobs that are scheduled when the service app is in the foreground
(as opposed to the calling app being in the foreground) will be exempted
from EBS job throttling, *unless* they have time constraints.

[QS] Add secondary label to Hotspot tile

Added info to callback and leveraged WifiManager API to get the number
of connected devices. There's some minor state cleanup done and the
fire callback mechanism was slightly updated.

The secondary label is updated based on the connected devices & enabled
state.
