Remove TURN_ON_SCREEN from bulkUpdate and set mTurnOnScreen.

If TURN_ON_SCREEN is added to the bulkUpdate flags, there's a
possibility it can get cleared before it's actually used. Instead,
just set the mService.mTurnOnScreen flag directly so it only gets
cleared when it's used.

Test: Windows with turnOnScreen flag work correctly now.

If a resource XML file defines two compatible Attributes, they should
be merged without throwing an error. Ex:

<declare-styleable>
  <attr name="conflict" format="string" />
</declare-styleable>

<declare-styleable>
  <attr name="conflict" format="string|reference" />
</declare-styleable>

In this case, string|reference and string are the same, so these should
merge correctly.

Remove scanPackageInternal()

The final, major refactoring for this release. Replace
scanPackageInternal() with addForInit(). This new method delegates
all modifications of the package setting object to the existing
scanPackageOnly() method.

There is one block of code where we modify the ApplicationInfo
object in the PackageParser.Package. It could be argued [and I would
agree] that the ApplicationInfo doesn't belong in the Pacakge
object at all. But, regardless, updating this info is being done
in addForInit(). It would be ideal if we could push this down to
scanPackageOnly(). Unfortunately, we expect the ApplicationInfo
to be updated correctly prior to scanPackageOnly().

Improve correctness of SkiaCanvas::drawLayoutOnPath

Align glyph to a tangent touching SkPath in the midle of the
