Add View reveal on focus hint

Provide a way for views to signal that they would prefer not
to have their parents scroll or otherwise rearrange when they
request focus to try to show the full focused view to the user.
In some cases this can be disruptive to the UX.

As of now, framework views do not respect this hint and custom
views such as those found in currently deployed support libs
don't either. The policy is left open to ViewParent subclasses
that implement requestChildFocus.

were incorrectly firing all the time.

Also adds a 500ms minimum gap between frames dropped because of stuffed

Also report resize when frame changes without inset change.

Currently we report resize via two main code paths:
    1. Insets change.
    2. Drag resizing/resized while not drag resizing.
Unfortunately the case of IME dismissal with SOFT_INPUT_ADJUST_RESIZE
will not trigger either. For #1, both the content and the parent frames
are adjusted together (similar to a docked resize), and so we won't
produce any insets beyond the system ones. For #2, we would only hit this
path if we went through the Task, but this all happens in PhoneWindowManager
layout. Prior to 3ccc5273 ("only resize during relayout"), the lack of
resize reporting wasn't a significant issue, as we would go ahead
and resize the dialog anyway. Assuming it wasn't in the middle of a
frame it would eventually catch up and render things correctly. Following
this change though we need to ensure we trigger the client calling relayout.
We accomplish this simply by also reporting frame changes.

Fixed a bug where notifications could reappear

With sensitive notifications a user could get into
a situation where the groupsummary would not be cleared
because its dismissability was never updated and based
on the visibility of the veto button. This is now corrected.

This Cl also cleans up the veto button handling overall and
ensures that there's no stale state arond it.

Fix VD animator not being properly resumed

VectorDrawable animators remove themselves from RenderThread's
animator list when they detect their target not being in the
DisplayList. When the target got added back into DisplayList
without an invalidation(), the animators were not added to
the running animator list, therefore didn't continue to run.
This CL detects for the case where a VD is back in the DisplayList
and reactivate its animator.
