Avoid instantiations of Boolean that are immediately unboxed.

Replaced Boolean.valueOf() -> parseBoolean() across frameworks/base
(not including Am.java, which I'm leaving for a separate change).

Also fixed a couple of other valueOf()s in SyncStorageEngine.

Normally launch time counts from the point when the activity is
resumed, to when the first window is drawn. However the activity
could become visible before it is resumed, due to some other
activity in the same task being launched. In this case we still
need to report launch time to unblock
ActivityStarter.startActivityMayWait().

PixelCopy fixes

Bug: 27708453

Fixes some issues with camera sources. Previously
it was using GL_TEXTURE_2D target which doesn't
work properly if the source is YUV. It is critical
to ensure GL_TEXTURE_EXTERNAL_OES is used throughout
so the right sampler is used.

still called with no data.
