Fix that window was not hidden after policy hiding animation
When we removed WindowState.isOnScreenIgnoringKeyguard we forgot
to change WindowState.isOnScreen to also check policy visibility.
Test: runtest frameworks-services -c com.android.server.wm.WindowStateTests
Test: Open camera app, make sure status bar is hidden

Fix minor issues discovered with Multi-Display tests
- NPE when launching activity on secondary display
and there is a docked stack on primary.
- Activities not finished correctly on secondary display
when it is removed.

Add API to launch activities on secondary displays
displayId can be specified as a part of ActivityOptions.
We will look for a valid stack on the specified display, starting
from the topmost one. If no valid stack is found, new dynamic stack
can be created on external display.
Launch stack and display id can't be set at the same time, otherwise
exception will be thrown.

Don't update fragments if the manager's state doesn't change.

Add WiFi toggle prompts - framework
If permission review is enabled toggling WiFi on or off
results in a user prompt to collect a consent. This applies
only to legacy apps, i.e. ones that don't support runtime
permissions as they target SDK 22.

osu: remove calls to deprecated APIs
The hidden APIs WifiManager#addPasspointManagmentObject and
WifiManager#addPasspointManagementObject will removed, so remove
all callsites.
The OSU app is still under developement and is not included
in any device builds. However, it is being built by the Treehugger
for generic AOSP builds.
So fix it to allow the API removal CLs to be submitted.

Control privileged permissions for priv-apps
Added support for privapp-permissions config element. It allows to explicitly
control what privileged permissions applications should be granted.
Feature is controlled by ro.control_privapp_permissions property.
Possible values:
- 0/false, the feature is completely disabled - signature|privileged
permissions are granted automatically without logging. *Default behavior*
- 1/true, enforce that only whitelisted permissions are granted. Only
devices with ro.control_privapp_permission=1 will pass CTS tests.

Global default typeface initialization is only used by test code.
It is good to do in test and remove from production.

osu: remove calls to deprecated APIs
The hidden APIs WifiManager#addPasspointManagmentObject and
WifiManager#addPasspointManagementObject will removed, so remove
all callsites.
The OSU app is still under developement and is not included
in any device builds. However, it is being built by the Treehugger
for generic AOSP builds.
So fix it to allow the API removal CLs to be submitted.

Group injected tiles together based on package name.
During grouping, tiles are sorted based on package name, and their own
priority value. However if the package is Settings itself, the ordering
is not changed.
Before sort: [pkg1, 100], [pgk2, 120], [pkg1, 130]
After sort: [pkg1, 1], [pkg1, 2], [pkg2,3]
This is necessary to make sure settings app have the overall control of
ordering of all dynamic tiles. When each app define their priority, they
don't have access to the global vision of what other settings are on
screen so it's possible different app define conflicting orderings.
Settings app is the only reasonable place to rank them properly.

Fixed a bug with the emergency affordance in multi user
The emergency call was not launched in the current user
and therefore was only launching once the user had switched.

wifi: remove unused hidden Hotspot 2.0 Release 1 API
WifiManager#buildWifiConfig was used by the Hotspot 2.0 Release 1
app (WifiInstaller) for parsing Release 1 installation data into
a WifiConfiguration object. WifiInstaller will be updated to use
the new framework API (android.net.wifi.hotspot2.ConfigBuilder)
instead. So this API is no longer needed.

wifi: remove hidden unused Hotspot 2.0 Release 2 APIs
These APIs are used for installing/modifying the PerProviderSubscription
Management Object tree in XML string representation and are used only by
the unreleased Hotspot 2.0 Release 2 app (OSU app). The OSU app will be
updated to use the new APIs which uses Parcelable objects to represent
provider configuration.
