Reconcile logging of blocking helper and manual notification management.

Unify on ACTION_NOTE_CONTROLS for opening of a NotificationInfo, with
subtype to distinguish whether it's for BlockingHelper or not.

In the non-blocking-helper case, don't log user clicks, just the
action. We can come back to this, but the logs are currently
inaccurate and they aren't essential.

WifiNetworkConfigBuilder: Split into 2 separate builders

Split the existing WifiNetworkConfigBuilder into 2 separate builders,
one for building WifiNetworkSuggestion and one for WifiNetworkSpecifier.

Other changes in the CL:
a) Marked the constructor of the abstract NetworkSpecifier class public
to allow WifiNetworkSpecifier.Builder() (& hence WifiNetworkSpecifier) to
be public. The alternative is to put the builder for WifiNetworkSpecifier
in some other file (like WifiManager)
b) Mark WifiNetworkSpecifier class public to make it's builder visible.
c) Modify the documentation (& usage example) for WifiNetworkSpecifier
builder to explicitly call out that this can only be used for a local
wifi connection (i.e no internet capability).

audio: Fix NULL check

We already know jAudioAttributeArray is non-NULL (or else we'd
crash when dereferencing it).  We really want to check if the
contents of jAudioAttributeArray is NULL or not, so we fix this
check.

Add microphone pemrission on default to content catprue service package

This is required for capturing playback audio for Tap2Captions. (Live
Captions).
Read the content capture service package name from the content capture
service name defined in the resources.

properly applied if a display override was restored after boot.
