Expose new methods targeted to IME only
Since we are not going to allow multiple types, it makes sense to
create a specialized method instead of exposing the general ones.

Add RollbackPackageHealthObserver
With the help of PackageWatchdog, RollbackPackageHealthObserver will
monitor packages after enabling rollbacks and will execute the rollback
automatically if it detects frequent crashes.

Migrate AppCompaction settings to DeviceConfig APIs.
To support app compaction P/H experiments, migrate it's

API change for cross profile calendar feature.
According to new requirements in b/
121179845, we are changing the
API pattern from "add/remove" to "set(set<string>)" to support
"enable all packages" operation. Setting the whitelist to null
will enable all packages. This behavior is consistent with existing
methods in DevicePolicyManager, e.g. setPermittedInputMethods.
Also corrected some languages in the comments and annotations.

Wifi usability: Add @SystemApi to receive Wifi usability score
Add system API to allow framework to receive Wifi usability score from system APK.
Also add a new permission to protect this API from being used by unauthorized applications. This permission is the same as the one added for sending Wifi usability stats.

Captive portal app will be auto dismissed after user login the
captive portal network. In order to improve the user experience,
popup a notification to notify user that the captive portal
network is connected.

Enables the use of the blastula pool.
This commit adds the code necessar to initialize and use the blastula
pool during application launching. Highlights include:
* Modifying ZygoteState to allow the creation of blastula session
sockets
* Modified application startup to track if a web view process is being
created.
* Initialization of the blastula pool during Zygote initialization.
* Blastula lifecycle management via reporting pipes and event FDs.
* Launching of applications via the blastula pool.
The creation, maintenance, and use of the blastula pool can be disabled
by setting Zygote.BLASTULA_POOL_ENABLED to false. When this feature is
disabled applications will launch as they did before this patch.
