pm shell command to uninstall system updates

This change introduces a new package manager shell command that
will automatically uninstall any updated system apps, falling back
to the version that is prebaked into the system image.

 - BrowserCallback#onSearchResultChanged

This CL also fixes conflicting @NonNull/@Nullable annotations in
MediaItem2 methods.

Shortcuts let the launcher start activities on work profile, so we can't apply
the usual cross-user startActivity check.

LauncherApps already checks the calling user and the target user relationship,
so let's just skip the handleIncomingUser check.

This also fixes broken statsd_test's which happens whenever there are
files in /data/misc/stats-data/ which is generated right before reboots.
This would delay the upload time from right after reboot to next upload
cycle but it should not be an issue.

Allow setting alarm to the same time as an earlier one

With alarm deferring, we may end up rescheduling an alarm to the exact
time we set the previous kernel alarm to. Removing the optimization to
prevent duplicate sets, as otherwise we may end up being in a bad state
of no kernel alarm set. Also added the field maxWhenElapsed to the alarm
dump for more details in the bugreports.

Simplify volume dialog title for a11y

The dialog was asked to essentially self-voice its
transitions a couple of years back. This isn't consistent
with our general guidelines for a11y, and isn't easy to
support. Rather than updating the messages, which will
still leave this dialog inconsistent with others, I'm
just deleting the extra code.

Just setting the dialog's title to the correct string is
enough for GAR, so I've added that back in.

Statsd CPU optimization.

The key change is to revamp how we parse/store/match a log event, especially how we match repeated
field and attribution nodes, and how we construct dimensions and compare them.

+ We use a integer to encode the field of a log element. And also encode the FieldMatcher into an
integer and a bit mask. The log matching becomes 2 integer operations.

+ Dimension is stored as encoded field and value pair. Checking if 2 dimensions are equal is then
  becoming checking if the underlying integers are equal. The integers are stored contiguously
  in memory, so it's much faster than previous tree structure.
