Turn on TimeController job skipping by default.

There was a bug in JobStatus.wouldBeReadyWithConnectivity where
precomputed booleans weren't reconsidered when appropriate. This
affected implicit constraints but most directly affected queries
for the DEADLINE, which would then incorrectly return false when
it could have returned true.

WifiNetworkConfigBuilder: Split into 2 separate builders

Split the existing WifiNetworkConfigBuilder into 2 separate builders,
one for building WifiNetworkSuggestion and one for WifiNetworkSpecifier.

Other changes in the CL:
a) Marked the constructor of the abstract NetworkSpecifier class public
to allow WifiNetworkSpecifier.Builder() (& hence WifiNetworkSpecifier) to
be public. The alternative is to put the builder for WifiNetworkSpecifier
in some other file (like WifiManager)
b) Mark WifiNetworkSpecifier class public to make it's builder visible.
c) Modify the documentation (& usage example) for WifiNetworkSpecifier
builder to explicitly call out that this can only be used for a local
wifi connection (i.e no internet capability).

This makes the aliasing issues with clip path more apparent, but not inherently worse. We'll fix those issues in a subsequent CL, I just want to add this change now because transparent bubbles with no shadows are complicating stack-position debugging!

Added a new "incidentReportApprover" permission protection flag.

This gives the ONE app installed on the system the permission to
authorize the sharing of incident and bug reports with an app.

Currently that app is PermissionController.  Package Manager
enforces that there is only one installed, and refused to boot
if that isn't the case.

shown per notification (including turning all small actions off) from
the System UI.

Fix logging in ExtServices for Q Beta

Two issues:
1. The notification key -> logging id mapping should be removed
   whenever suggest() is called as the session is considered to be ended.

2. We were only storing the key -> logging id mapping when
   suggestConversationActions generated some replies. Thus, when only smart actions
   are generated from generateLinks, we didn't log it (as the mapping is missing)
   So, we now always cache the ID after calling suggestConversationActions.
   Remove the mapping when we find that neither actions or replies
   are generated.
   PS: We have a CL (ag/6033786) to switch to suggestConversationActions,
   fix for #2 is no longer needed once it is in. But that change won't
   be in before Android Beta as the model side change is not done.
