Merge "Refine adjustIsVisibleToUser"

Query specific collections for properties.

We're now enforcing the public API schema, so clients like MTP need
to query specific collections when asking for properties that are
specific to those media types.

Also refactor MediaScanner calls to go through MediaProvider, so
they can be handled by ModernMediaScanner.  We no longer directly
try inserting items, and instead rely completely on the scanner.

Do not remove enumerate client immediately when user switches

The client should not be removed until ERROR_CANCEL is removed in the
system service, since that's the HIDL contract. Pending clients will start
after, automatically with the current logic.

Test: With fingerprint enrolled on multiple users, switch rapidly
      system service does not crash

Translate paths before leaving app sandbox.

When sending the ACTION_MEDIA_SCANNER_SCAN_FILE broadcast, an app
provides a raw filesystem path, which might be inside of their
sandbox.

Once the broadcast is delivered, we don't know where it came from,
so we need to translate the path before leaving the app process.

Revise BroadcastRadioService handling of V2 HALs

Previously, BroadcastRadioService checked for HALs (both V1 and V2)
exactly once, the first time listModules() was called. This approach
failed to handle HALs that registered after boot or that died and restarted.

This change addresses both issues by registering a listener that is
invoked when V2 HALs are registered. Additionally, the check for V1 HALs
now occurs at construction time.

Fixing up some logic around excluded tasks

- We already check for the excluded task flag in isInVisibleRange, so we
  should handle skipping that check in there. This fixes the issue where
  an excluded task behind a non-visible task would still fail to show
  even if it was the last visible task.
