Handle runtime exception in clip data
When invoking ContentProvider through binder, ContentProvider may return
any type of RuntimeException. To let ClipData fall back to URI when it
failes to obtain text explanation, the CL add a catch closure for
RuntimeException.

Update user id from shortcut constructor
No functional changes, because the value passed in happens to
be 0, but I noticed that I wasn't properly initializing stuff.
Test: Builds, boots, and I verified that the shortcut still works.

Make RadioService actually talking to the HAL.
For now, only opening and closing a tuner is implemented.

Opt out default focus highlight for TV.
