Remove obscure check that was always true

This condition never made any sense because we checked the
systemUiVisibility field for a WindowManager flag. Instead of
trying to fix it, let's just remove the check to keep the
behavior.

Fix NetworkMonitor won't do private dns resolution

NetworkMonitor cannot do the private dns resolution due to lack
"mNetworkCapabilities". ConnectivityService will call
NetworkStackService#notifyPrivateDnsChanged() before doing
network validation. After NetworkMonitor received
CMD_PRIVATE_DNS_SETTINGS_CHANGED, it will call
isValidationRequired to check if the validation is required.
But mNetworkCapabilities didn't be set, so the
mPrivateDnsProviderHostname will be set to empty and make
EvaluatingPrivateDnsState doesn't do private dns resolution.

Add tests for PermissionMonitor

Add more tests to PermissionMonitor to verify the functionality related
to INTERNET permission and UPDATE_DEVIE_STATS permission. Modified some
of the class design of PermissionMonitor so that it is easier to test
the new functionalities.

Use mPidMap instead of mProcessNames to get process with pid info

With newly introduced mPidMap, we do not need to iterate every process
to find the one we need with pid information. Use mPidMap directly to
accelerate the getting process method.

By doing this, the time consumption of getConfiguration get reduced by
12.5%. The time consumption percentage of getConfiguration in
getOrientationChanging is reduced from around 87% to 41%. Also, in
prepareSurfacesLocked, the time consumption of getOrientationChanging
reduced from 37% to 25%.

Use FeatureFlagPersistent to guard DynamicSystem

Fix tinting on injected pref icon in Tile

We used to tint the icon when refreshing Tile.  However, when we getIcon
from Tile, we get the icon directly from the icon resource but not the
copy of the tinted icon.  The tinting was not honored in this case.

Do a little refactor in this cl to tint the icon in Tile.getIcon
instead.

Add multiuserDelayUserDataLocking configuration

- In this mode, when user switching happens, old user (=background user) is
  always stopped but the user's data is kept unlocked.
- Locking of user data is postponed until mMaxRunningUsers is reached.
  So this change does not leave more users unlocked while all background users
  , other than user 0, are stopped.
- For users in stopped state with data unlocked, user can be re-started
  in background for usage like running JobScheduler jobs.
- Exceptions to this configuration of stopping / locking background users are:
  User 0 is never stopped / locked.
  Ephemeral user is always stopped / locked.
  User with DISALLOW_RUN_IN_BACKGROUND flag will be always stopped / locked.
- Added tests for this mode vs normal mode.
