Align bottom text with battery graph in RTL layout.
Bug:
30161009
Bottom text (estmitated remaining battery time) should be stay under the
battery graph in RTL. To help alignment, we use a spacer view to the
left or right of text depending on layout direction.

This directory no longer has a reason to exist since we've migrated all
of its contents to their respective homes.

Docs: Migration of N docs to about/versions/
With the transition from N Preview to actual Nougat Release, this CL moves
the high-level overview files from the preview directory into the
about/versions/ directory, under which an archive of current and previous
Android versions' changes resides.

docs: Moving localized versions of N Preview docs
Localization CL to correspond to http://ag/
1247936 , which moves the N
Preview docs for the N Release. Moving files without any edits,
except for fixing image links, and changing the "qv-wrapper"/"qv"
divs to "tb-wrapper"/"tb".
NB: The following files do not exist in ru/vi/zh-tw, so I didn't
perform those move operations for them:

Keyguard: Reapply insets when fitsSystemWindow changes
Fixes a race in setting up the bouncer. Previously, if the bouncer was
set up before fitting system windows changed to keyguard mode, the bouncer
would not get the insets because they were eaten by the status bar view.

Polish around locked user communication.
Based on user feedback, using a notification to communicate that a
user was locked was confusing. Instead, this CL moves to showing a
message in the keyguard indicator slot at the bottom of the screen,
which is where we communicate other information such as charging
status.
Since a locked user is a very limiting experience, this new message
takes precedence over any other indicator message.

For Android N release, migrating and updating Scoped Directory Access
docs into regular DAC docs. Updated TOC and added redirect.
Removed preview/features doc. Updated and moved images.

Register isolated UIDs before reporting process state
Isolated UIDs should be registered with a real app UID
before any process state changes are reported for them.

Allow restarting foreground services once
If a process is important to the user, even if it is not
hosting an activity, we'll allow it to be restarted once
