LightStatus: Fix notification icon color filter
Fixes an issue with the color filter applied to status bar icons where the
tint's alpha channel was ignored.

Fixed an issue where icons were jumping
Because width and height are different for icons on
some devices, the animation could jump unfortunately.
This was mainly introduced since we changed the
statusbar height.
Test: observe icon animations (Especially on last notification)

View: fix setTransientState
Following four steps with RecyclerView - CardView - ImageView:
a. fade in imageview in onBind:
calling imageView.setTransientState(true)
b. RecyclerView animate the item: calling
cardView.setTransientState(true)
c. fade-in finishes, calling imageView.setTransientState(false)
d. RecyclerView animation finishes: calling
cardView.setTransientState(false)
After these four steps, RecyclerView unexpectedly has transient
state.
The problem is in step b, when calling cardView.setTransientState()
it incorrectly calls parent.childHasTransientStateChanged(this, true)
which causes RecyclerView's mChildCountWithTransientState increased
to 2. And it's decreased to 1 in step d and stay as 1 forever.
The child should only call childHasTransientStateChanged() when
actual hasTransientState() changed.

Fix deadlock between AMS and EphemeralResolverConnection
The ActivityManagerService lock may be taken when calling into ERC
through ActivityStarter.startActivityMayWait().
At the same time, a PackageManagerService.getLastChosenActivity() call
could take the ERC lock and call unbindService(), requesting the AMS
lock.
Deadlock.
Solved by making sure to drop the ERC lock before calling into AMS.
This necessitated an extra state to prevent multiple callers from
clobbering the binding, so mIsBinding became mBindState.
The IDLE state means that nothing is currently binding.
The BINDING state means someone is initiating a bind, including the
wait() call thereafter.
The PENDING state means that bindService() has been called, but the
caller's timeout expired (i.e. the new caller may want to rebind).

when talk back is on.
Examples:
26% acessibility seek control, use volume keys to adjust.
0% ring seek control, disabled.

PrintManagerService: Don't prune services on all package change events.
We should only need to prune services if the package that changed
had a print service or has been changed to have a print service.
Bug:

Test: Manual; observed that the print spooler isn't started up.
