Add a message to be displayed whenever a Private DNS provider
hostname is unusable.  It might be that the name fails to resolve
or that network errors prevent us from connecting -- the string
need give no indication of the specific failure mode, only its
unusability.

Fix IME is not working after reboot in kiosk mode

Problem:
If there is no secure lock screen and the device is in kiosk mode,
ime is not working after reboot

Reason:
Reboot -> starting kiosk activity in lock task mode -> AMS tries to
disable the keyguard while the "swipe to unlock" keyguard is showing.
mNeedToReshowWhenReenabled is set to be True, and system still considers
the keyguard is On (i.e. keyguardOn returns True). Thus, IME is not
allowed to bring up the window.
For the seucre lock screen case, it is fine because:
Reboot -> DE storage -> user enters credentail to unlock it ->
CE storage -> bring up kiosk activity in lock task mode -> AMS
disables keyguard while keyguard is already dismissed.

Solution:
Special handling the non secure case.
Dismiss the keyguard before disabling it.

Parse the SMS locally to get the message ref when
onSmsReceived fails due to the platform being
unavailable. This allows the correct message ref

Make Assistant stack invisible behind split-screen stacks.

Assistant stack shouldn't be visible behind split-screen stacks. In addition
to this not making sense, it also works around an issue here we boost the
z-order of the assistant window surfaces in window manager whenever it is
visible which makes them appear above the split-screen stacks eventhough
they should be below.
