1. setOngoing meant that users were not allowed to dismiss the
notification, even though a deleteIntent was added to the notification.

2. showWhen is by default set to false, so calling setWhen had no effect

3. Trying to delete the heap dump accidentally reposted the
notification.

Pass Bitmap's native instance to JNI where feasible

Test: CtsGraphicsTestCases, CtsUiRenderingTestCases,
      CtsRenderscriptTestCases

This is significantly faster than passing the Java object down and then
calling a JNI method to retrieve the pointer. See

In some cases this changes what used to be native crashes (due to
android::BitmapWrapper:assertValid's LOG_ALWAYS_FATAL_IF) into
NullPointerExceptions (if a caller used a null Bitmap).

In addition:
- Remove unnecessary JNIEnv param from toBitmap(jlong)
- Change instances of toBitmap(JNIEnv*, jobject) to the above
- Replace calls to GraphicsJNI::getSkBitmap() to inline calls to
  toBitmap/getSkBitmap
- make Canvas#nInitRaster @FastNative (FIXME: Could these be
  @CriticalNative?)

Couple fixes to HardwareBitmapUploader.

When we had to make a copy SkBitmap for an unsupported format, we
were dropping the color space information.

Added a null check in terminate.

Adjust setComponentEnabled broadcast delay.

The original broadcast delay for package changed has been reduced to one
second from ten seconds to avoid a delayed reaction from the receiver.
If package manager service was started within the past minute, the default
delay of ten seconds will remain to avoid thrashing on boot.

Fix TB bugs in QSCustomizer TileAdapter

* When saving the specs on exit, make sure that TileAdapter is left in a
good state. This meanse removing the placeholder if it exists and
setting it to ACTION_NONE
* Update mTileDividerIndex when adding and removing a place holder. It
doesn't need to be updated manually after a completed add, move or
remove operation as we call #updateDividerLocations in #move
* When adding a tile in the position before last, it gets added one
position before that. This happen because of the fix for off by one that
is not needed anymore.

Filter app-ops from for foreground notifications

This fixes inconsistency of showing the app ops indicators in the status bar
and foreground notifications.
Specifically, the issue that were seen is that the microphone indicator was also shown for system apps
without a launcher that have the recording pre-granted.
