Fixed isVisibleToUserForAutofill() so it returns true by default.

This new API was introduced during the compat app changes and it must be
implemented by views providing virtual views (like WebView). If they don't, we
need to keep the default behavior of assuming the child is visible, otherwise
we might trigger Save when the child value change and the service sets the
FLAG_SAVE_ON_ALL_VIEWS_INVISIBLE

Don't scale NinePatchDrawable if bitmap has no density (including fix
for 73364985).
Fixed bugs around density and input streams.

Update PointerIcon to account for the fact that BitmapDrawable no longer
scales its Bitmap up at decode time. PointerIcon now handles the
scaling. This is necessary because PointerIcon never draws its Bitmap.
Instead, native code uses the Bitmap's internal SkBitmap without
accounting for density.

Correctly update rtl state in navbar once language changes

NavigationBarView failed to update the rtl state that is passed to the
fragment, navbar helper and quick step controller when changing from a
ltr to rtl language because layout direction in view has not been
resolved yet. Fixed by resolving layout direction in reorient if needed.

Correct job base heartbeat calculation

The "how many buckets ago did we last run" calculation was wrong, in a
way that was too aggressive about throttling execution.  We no longer
use a per-job base runnability milestone; instead, the app as a whole
experiences runnability intervals every so often based on its standby
state.

We also now specifically allow for newly-scheduled jobs within the app's
standby-defined execution slot to run within that slot, rather than
having to wait for the next one.

A small stats bug has been fixed in the job-start code: we would
previously log a job start event in battery stats even when the intended
job turned out to be unlaunchable.

Finally, there's a new 'heartbeat' shell command that allows a tester
to read or advance the standby heartbeat.

[RTT] Fix legacy API crash on invalid RTT results

Legacy RTT API permitted access of results (e.g. distance) even
when the measurement failed - the new API throws an exception.

Add checks to the translation code (from new to legacy) so that
exceptions aren't thrown - results are simply 0.

Update transport connection with registration info

When connecting to a transport, let the transport
know if this connection is for registration. This is to
prevent updating transport attributes during registration
in GMSCore.

Update hidden API toast message

Change the toast message shown by an Activity when VMRuntime reports
that the app has used a private API.
(a) fix a typo: compatiblity -> compatibility
(b) change guidance from "please consult log" to "go to <url> for
    more info" where devs can learn how to proceed if their app does
    have compatibility issues.
