Before this CL, the TextView magnifier was shown when selecting text,
but only when a selection handle was explicitly grabbed. This CL also enables
the magnifier when selection is performed by dragging after long press.

Reduce number of calls to getApplicationInfo

Converted PrivacyApplication calls to PackageManager#getApplicationInfo
to lazy and removed sort by app name in PrivacyDialogBuilder (only the
actual dialog needs that sort). This makes it so the calls to
getApplicationInfo are only realized when needed.

Test: manual using trace-ipc. In one minute of usage, calls are reduced
from ~6000 to 7.

Move getPhoneCount implementation back to TelephonyManager.

Moving it inside iTelephony creates problems. Some components call
getPhoneCount during initialization while iTelephony service is not
even running, which will cause phone process to crash.

Fix deferring making activities active

New logic for checking whether activities should be made active did
not take into account deferring resume during launch. This lead to
making activity resumed before actually launching it, and
top-resumed state change callback was ignored on the client side
since activity was not registered on the client yet. This in turn
made the client think that it was never made top-resumed before
loosing the top-resumed position.
